L2TP/IPSec requires a certificate or pre-shared key to authenticate the client computer. If a user is able to connect from one computer, but not from another, the problem may be that the client computer is not configured with the correct certificate or pre-shared key. By default, ISA Server 2004 enables only MS-CHAP v2 authentication for VPN access. If a client computer does not support this level of authentication, then the user will not be able to connect. In order for a client to be able to connect, the server and client must both be enabled for at least one common authentication protocol. If your ISA Server computer is a member of an Active Directory domain, you must add the computer account to the RAS and IAS Servers group in Active Directory. If the computer is not a member of this group, ISA Server cannot read the user attributes to determine if users have permission to dial in to the network. In order for the users to be able to authenticate for a VPN connection, they must be a member of a group that has been granted access on the ISA Server computer. However, the user account must also have dial-in permissions configured in Active Directory, or on the local computer. Access must be enabled in both places for the user to connect. If you use static IP addresses for VPN clients ensure that the addresses assigned to VPN clients do not overlap with the IP addresses assigned to the Internal network. VPN clients must be able to resolve the IP addresses for all servers that they need to connect to. This could include internal servers and Internet servers if the clients are accessing the Internet through the VPN.

One of the common reasons explaining why site-to-site VPNS do not work is authentication errors. The user name used to authenticate on the remote computer must be the same as the network name defined on the remote computer. By default, a route relationship is configured between the internal network and both the VPN Clients and the Quarantined VPN Clients network when you install ISA Server. However, no access rule is created for network traffic between the VPN Clients network, the Quarantined VPN Clients network, and the Internal network. When quarantine mode is disabled, all remote VPN clients with appropriate authentication permissions are placed in the VPN Clients network and will have the access you have allowed the VPN Clients network in your firewall policy. However, once you enable quarantine mode, all client connections will be forced to use the quarantine mode. If clients do not support quarantine mode, they will not be able to connect. If the Network Quarantine Service is not running, users will not be able to connect. The only exception to this is if you configure a user set in the Exempt These Users From Quarantine Control panel.

Quarantine Control A remote-access feature that can be used to restrict VPN client access. Quarantine Control allows you to screen VPN client machines using a clientside script before allowing them access to the organization s network. Quarantined VPN Clients network Contains the IP addresses of all the VPN clients that have connected using VPN client access but have not yet cleared quarantine. remote-site network Contains the IP addresses of all the computers in remote sites when a site-to-site VPN connection is configured. Additional remote-site networks are created for each remote-site connection. site-to-site VPN A point-to-point secure tunnel created through the Internet between a VPN gateway server in one location and a VPN gateway server in another location. tunneling protocol Uses encryption protocols to provide data security as the data is sent across the public network. The two VPN protocols supported by ISA Server are Microsoft Point-to-Point Tunneling Protocol (PPTP) or the Layer 2 Tunneling Protocol (L2TP). virtual private network (VPN) A virtual network that enables communication between a remote-access server and computers on the internal network or between two remote sites separated by a public network such as the Internet. VPN Clients network Contains the IP addresses of all the VPN clients that have connected using VPN client access.
